Detailed, complete, timely and reliable statistics are essential to monitor the energy situation at a country level as well as at an international level. Energy statistics on supply, trade, stocks, transformation and demand are indeed the basis for any sound energy policy decision.
Energy Efficiency Indicators: Fundamentals on Statistics
The main objectives of this manual are to identify the main sectoral indicators and the data needed to develop these indicators; and to make surveying, metering and modeling practices existing all around the world available to all.
This manual has been developed with a companion document, Energy Efficiency Indicators: Essentials for Policy Making, as a starting point towards enabling policymakers to understand where greater efficiency is needed, to implement appropriate policies and to measure their impact. The ultimate goal is to make improved energy efficiency not only a concept but a reality.

JODI Oil Manual
The JODI-Oil Manual is a training tool designed to disseminate the data transparency message and clarify the definitions and methodologies utilised in the submission of JODI-Oil (Joint Organisations Data Initiative Oil) data.
The purpose of this manual is to provide data collectors and users with a full explanation of the methodology and definitions used in the JODI Oil questionnaire. Moreover it was deemed useful to supply some background information on how oil is produced, refined, etc.
JODI Gas Manual
The JODI-Gas Manual is also designed to advocate awareness for importance of energy data transparency and clarify definitions of natural gas and its flows in the value chain covered in the JODI-Gas Questionnaire.
The manual also covers data verification methodologies to help professionals completing the JODI-Gas data reporting.
IEA Guide to Reporting Energy RD&D Budget/Expenditure Statistics
This manual was written by the IEA for experts who collect and issue national RD&D data and submit responses to IEA RD&D surveys; it is mainly intended as a reference document.
Tracking Public Investment in Energy Technology Research: A Roadmap
A wide range of countries make efforts to track their entire national public energy research, development and demonstration (RD&D) activity on an ongoing basis, also sharing the collected data with the IEA through a standardised template. However, the approaches adopted to collect data vary significantly across countries.
This roadmap describes the variety of country approaches, also identifying the most important common components: the institutional arrangements; the methods for collecting, classifying and validating the data; the data management and technology processes; and, finally, the dissemination. It is intended not only as a guide for countries near the beginning of their journeys towards the collection of energy RD&D, but also for countries with more advanced systems looking to strengthen specific areas.
Energy Efficiency Indicators: Essentials for Policy Making
Energy efficiency is a growing policy priority for many countries around the world. It is widely recognised as the most cost-effective and readily available means to address numerous energy-related issues, including energy security, the social and economic impacts of high energy prices and concerns about climate change. At the same time, energy efficiency increases competitiveness and promotes consumer welfare.
In this context, it is important to develop and maintain well-founded indicators to better inform policy making and help decision makers formulate policies that are best suited to domestic and/or international objectives. Yet, choosing and developing appropriate indicators to support the development of policies is not straightforward. This publication and its companion document Energy Efficiency Indicators: Fundamentals on Statistics are intended to provide the necessary tools to initiate and/or further develop in-depth indicators to support the decision-making process.
