White Paper on Energy Development "Energy in China's New Era"

The White Paper presents key developments of China's energy system since 2012, and sets out main policies and measures for promoting major energy system transitions in response to challenges including climate change, environmental risks and energy resource constraints, and in support of China's goals to reach peak emissions before 2030 and achieve carbon neutrality before 2060. 

The White Paper lays out that: 
Energy consumption will be subject to enhanced controls that “integrate energy conservation throughout the entire system”, as well as continuing with adjustments to the industrial structure, improved urbanisation, and “the formation of a green and low carbon transport system”; 
Energy supply will give greater priority to development of renewables and nuclear energy, while continuing to ensure enhanced oil and gas reserves, and improved transmission and storage for electricity; 
Energy technology will receive renewed focus with a commitment to “build a green energy technology innovation system” that “comprehensively upgrades energy technology”, including through use of digitisation and AI technologies;
Institutional reforms will promote open, market oriented pricing of energy.
