A new collective agreement was signed

The annual conference of the Mosmetrostroy labor collective took place on February 20. The delegates discussed the fulfillment of the obligations of the current collective agreement and adopted a new one. The chairman of the territorial committee of the trade union of Moscow metro construction workers, Sergei Steshenko, in an interview with our publication, told how the rights of metro construction workers are respected.

Sergey Grigorievich, what is a collective agreement and what does it give to metro construction workers?

A collective agreement is a legal act regulating social and labor relations between employees and the employer. It establishes the terms of payment, security, work and rest regimes, development of human resources, employment, provision of social guarantees, compensation and other important issues of interaction between the employer and employees. The agreement is signed for three years in order to create conditions for stable and effective activities of organizations and provides for both the rights and obligations of the parties in the socio-economic sphere.

Who monitors compliance with the collective agreement and the rights of its participants?

The most important control remains with the workforce. And a special commission of the trade union, created in the Territorial Committee, represents its interests, paying attention to the timeliness of remuneration, ensuring compensation payments, and carrying out social work. The commission analyzes and summarizes data coming from the SMU and primary trade union organizations, and brings to the attention of the employer its conclusion on the fulfillment of obligations in the company.

Much attention is paid to production safety, creation and maintenance of the required sanitary conditions, investigation of accidents, cases of labor safety violations, monitoring the condition of workplaces, places for personal hygiene and food consumption. In addition, Terkom has a technical inspector who monitors the employer’s compliance with labor protection and safety rules.

The results of the commission’s work are reviewed twice a year at a meeting of the Presidium of the Trade Union Tercom and at the Conference of the Labor Collective, an Act on the fulfillment of the obligations undertaken by the parties is signed, measures are agreed upon for further implementation of the terms of the Collective Agreement and through the newspaper “Metrostroyevets”, information stands, chairmen of primary trade union organizations are brought to the attention of workers.

If an employee has complaints, where can he go?

During the preparation of the conference and during its holding - to the elected delegates. The rest of the time - to the primary trade union organization, to its chairman, to the labor protection commissioner, to the Terkom of the trade union. Over the past year, we recorded 12 requests and considered all of them. To resolve these issues, several meetings were initiated between representatives of labor collectives and trade union activists with the General Director of Mosmetrostroy JSC Sergei Zhukov and his deputies. The most pressing issues were related to the delay in payment of wages and the provision of special clothing and personal protective equipment.

As a result, in accordance with the submitted applications, an updated schedule was drawn up, work clothes and personal protective equipment were purchased, and in accordance with current legislation, employees received the compensation due to them for late payment of wages.

What changes have been made to the new collective agreement for 2020-2022?

Firstly, the amount of social benefits to employees has doubled - from 5 to 10 thousand rubles, paid directly by the company. The union's territorial committee pays even larger sums - up to 20 thousand rubles. Secondly, veterans will be able to receive increased financial assistance. In general, we can say that the painstaking editing on the part of Mosmetrostroy and the Terkom of the trade union has seriously improved the provisions of the collective agreement.

Is there a shortage of personnel within the Trade Union Tercom itself?

We really lack a legal inspector - a labor law lawyer. Its absence can be called a serious gap. In addition, we clearly lack a creative employee who can give impetus to new approaches to cultural, information work and communication relations.

How are the activities of the trade union financed?

Exclusively through contributions. The amount of deductions from each employee is 1% of wages and 0.1% of pensions. At the same time, 65% of this amount remains at the disposal of primary trade union organizations, and this is enshrined in the Charter. The rest goes to general metro construction events, cultural, sports and recreational work, financing a children's health camp and the necessary deductions.

The receipt and expenditure of funds by the Trade Union Tercom is strictly controlled both by higher authorities and by the tax inspectorate. All expenses are under the strictest control.

What benefits does union membership provide?

Let's start with the fact that it is with the help of the trade union that the enterprise has a collective agreement that provides the employee with additional benefits and guarantees.

The trade union protects labor rights and defends the socio-economic interests of workers, provides financial assistance to its members on a wide range - from injury at work to any significant family event: from marriage and the birth of a child to anniversaries and retirement; from medical examination and purchase of expensive medications to treatment; from paying financial aid to parents with many children to purchasing textbooks for children. The rates of financial assistance are higher than those of the employer, and they will be revised upward.

The trade union organizes sports and cultural events. This includes sending children to summer health camps, New Year campaigns, and sanatorium treatment. For example, last year we sent 146 people to rest in sanatoriums in Sochi, Gelendzhik, Anapa, Crimea and Caucasian Mineralnye Vody. For trade union members, trips were free. Only those who decided to live in rooms with additional amenities that differed from the standard ones had to pay extra, but even then the additional payment was no more than 25% of the cost. Everyone else who was not a member of the trade union had to pay the full price for the tours.

And these are just small examples of our daily work. So those who have doubts have a reason to join the trade union.
