Roman Matveev about the special mission of Mosmetrostroy

The Chief of Staff for Civil Defense and Emergency Situations (CD and Emergencies) has been replaced at the Moscow Metrostroy. Roman Borisovich, what function does the Headquarters for Civil Defense and Emergency Affairs perform at our enterprise?

In the Russian Federation there is a unified state system for the prevention and liquidation of emergency situations (RSChS). Moscow, as a subject, is a territorial subsystem of the RSChS (MGSChS). Moscow Metrostroy, as an organization, is part of the Moscow State Emergency Service as an object link. In accordance with the law, bodies must be created in any organization to resolve issues in the field of prevention and response to emergencies in peacetime and civil defense during wartime. If the enterprise has more than 200 employees, there must be an exempt employee authorized to resolve issues of civil defense and emergency situations. The headquarters is a permanent management body for solving problems of civil defense and emergency response in peacetime.

What actions will the Headquarters for Civil Defense and Emergency Situations of Mosmetrostroy take if martial law is suddenly declared?

The actions of the civil defense and emergency headquarters are determined by the Civil Defense Plan. Mosmetrostroy has a special mission in this sense. We are the only organization in Moscow that, in addition to construction, provides technical coverage for metro stations. We have the strength and means to do this. Thus, emergency restoration teams have been created in each construction and installation department. For a special period they will be involved in the restoration of destroyed metro stations and the construction of new ones. The stations themselves will be used as shelters to shelter the population. This is one of the tasks that the Civil Defense headquarters solves. I have been appointed to the position of Chief of Staff for Civil Defense and Emergency Situations of Mosmetrostroy. Each subsidiary organization has its own chiefs of staff who organize work in the field of civil defense in wartime.

Are all metro stations suitable for shelter?

No, not all. Stations must meet certain requirements and characteristics as a protective structure. A shelter is a hermetic type protective structure that provides protection for people sheltering in it from all damaging factors of an emergency. The shelter also protects those taking refuge from high temperatures during fires on the surface of the earth and poisoning by combustion products. The most suitable for civil defense are deep stations, which have special metal structures used to seal premises in the event of a real threat.

What will happen to Mosmetrostroy employees located in the Department in the event of an “air raid” signal?

“Air raid warning” is a special signal that performs a warning function in civil defense. You need to act depending on the circumstances in which you find yourself. For example, if an alarm began while working at an enterprise, all processes must be stopped and employees evacuated to a shelter. The closest shelter to us is the Tsvetnoy Boulevard metro station. When the threat of attack disappears, the “air raid cancel” signal is sounded.

How often should exercises be conducted?

Exercises are the most effective method of testing the readiness of civilian units to perform their duties in an environment that is as close to reality as possible. Exercises in organizations should be held at least once a year. Command-staff exercises in organizations are one of the main forms of joint training of civil defense chiefs, management personnel, civil defense headquarters, heads of civil defense and emergency services and commanders of civil defense formations to eliminate the consequences of emergencies of a natural and man-made nature and in civil defense. Tabletop exercises help organizations fully prepare for complex exercises, site training, and other types of exercises conducted by senior leaders. In theory, you can’t work out all the actions; you need practice. Our last exercises took place on the construction of the inclined passage of the “Okruzhnaya” Lyublinsko-Dmitrovskaya line, Tunnel Detachment No. 6 participated. Exercises with the Moscow Metro are planned for November this year.

What are your plans now as the new Chief of Staff for Civil Defense and Emergency Situations?

Currently, I am collecting and updating all documentation on civil defense and emergency situations. It is necessary to conduct an inventory of civil defense property. The work is not new for me. Since 2012, he has been involved in issues of ensuring secrecy, mobilization preparation and civil defense. Since 2014, he continued to work in the Department of Transport and Development of Road Transport Infrastructure of the City of Moscow, where he was authorized to resolve civil defense issues. By occupation I often overlapped with my predecessor, Viktor Maksimovich Zhutkin. I am proud that I continue to work in such an organization as Mosmetrostroy.
