Elena Balandina knows how many privates, captains and lieutenant colonels are in the company group. She will also always remind employees when they need to go to the military commissariat and which of them is subject to reservation. The MS correspondent spent one day with the leading specialist of the military registration desk of the personnel and social development department of Mosmetrostroy JSC and tells her story in the traditional “Keyhole” section.

Elena Balandina's working day begins at 9 am. In her office, folders are on shelves, on the spines of which Mosmetrostroy organizations are signed; fireproof cabinets are used to store personal data contained in file cabinets (form No. 10). Two desktops - for her and her colleague Daria, and at the top there are strict instructions: what certificates and forms for filling out personal cards should look like. There is a place here for methodological recommendations and information about changes in legislation.

Elena has been working in this position on the first floor of the Administration building for the third year in a row. Although the company will celebrate its first anniversary next year - ten years since joining the team.

Today, Elena’s file contains three and a half thousand men of the company liable for military service. There are various divisions of Mosmetrostroy separately; each of the subordinate organizations has compiled its own database of those liable for military service. More precisely, in this case – to the strong half of humanity. Each candidate for a job is subject to the same requirements. It is necessary to provide documents - passport, marital status, education documents, driver's license, military registration documents for those liable for military service (military ID, military ID of a reserve officer, temporary certificate or temporary ID of a reserve officer, ID of a citizen subject to conscription). All this information is entered into the personal cards of employees. If necessary, they change: registration, receipt of new education or changes in marital status are clarified.

“When you are hired, we send the data to the military commissariat within two weeks,” Elena explains the procedure. – Within the same period of time, information must be transferred upon dismissal of an employee. In addition, men are required to register for military service with another military commissariat within two weeks when changing their place of residence. Otherwise, they face a fine.

Many men, as it turns out in practice, put their military IDs in the far corner and quickly forget about their rights and responsibilities. They are called upon to explain them precisely at the military registration desk of the personnel department.

“For example, in the event of a mobilization announcement, we must inform the men where they must come,” explains Elena. “However, on our lists there are also those who are subject to reservation - that is, they remain in their places as an irreplaceable part of the team. Such reservations also existed during the Great Patriotic War - construction continued at that time. The company even today has a list of workers who cannot be avoided either on construction sites or in managing the team. And a military ID for a man is a second passport. It will become the main document in the event of mobilization. In such a situation, the passport will lose its documentary value.

Every year Mosmetrostroy receives scheduled inspections by the military commissariat. During such checks, a large database check is performed. An audit last year showed that Elena did not have a single error in her work! This result is extremely rare. Having received her “A” and a certificate of honor from the military commissar of the Tverskoy district of the Central Administrative District of Moscow within a year, Elena continues to study and systematically undergoes advanced training in a professional program.

Today the company's team consists mostly of ordinary people. At the moment, the highest rank among officers liable for military service is lieutenant colonel. Their number is not disclosed - military secrets and personal data in one bottle.

Military registration is carried out strictly in electronic form and is duplicated on paper.

“However, responsibility and control are required everywhere, as well as patience, since we work with a large number of documents, and we cannot make mistakes,” Elena smiles. – HR employees are universal soldiers of the company, whose main qualities are the ability to find an approach to each person, sociability and goodwill.

At six o'clock her working day ends. The office is keyed and you can go to your family, picking up the kids from kindergarten along the way. They admit that they enjoy their work, and the assessment from inspectors and colleagues motivates them to achieve new successes in everything.
